New York is inching toward a "bell-to-bell" ban on cellphone use during the school day to begin next school year, with Gov. Kathy Hochul saying the Legislature has "made progress" on a measure to be passed with the state budget.

Hochul proposed the move in January after building momentum on this issue in New York last year. She conducted a listening tour at schools around New York in 2024, emphasizing that something must be done about the time kids spend staring at screens and scrolling social media, particularly at school.
